i also bought a piaggio leader engine its a 150cc 2valve aircooled 62,6mm bore 48,6mm stroke 12,5hp at 7500rpm engine for 50euro})
the 200cc leader engine have 20hp stock at 8500rpm
you have now 23 hp
i think that the leader engine is restricted somehow
for exemple a hond crf 250 have around 44hp and its only 40cc more then a runner 210:?
im also going to build a malossi 4t leader engine and i try to squeeze every drop of hp out of it:7
and hopefully we can exchange idee

velo did you changed the primary gear of ur bike or only the secondary ?
So far I have only changed the secondary.
