i have a 99 yamaha razz when i give it gas and then hit the brake it stops. as soon as i let off the brake it starts reving high like it's at full throttle and the tire starts spinning but as soon as i push the choke a little it idels down and runs fine what could be the problem

Most likely a jetting problem or you have what we in Dutch call " false air ", dont know the English term. It means air is being added to the mixture in a place where it shouldnt happen, like between the carb and manifold. But more likely just the carburator needs to be rejetted. Use google to find out how or search here on the forums.
