Scooter not starting

Hello could someone possibly explain to me how the mixed air and fuel gets from the carb and into the cylinder, as i think there is a problem on my scooter during this part of the cycle. My scooter recently stopped working and i tried kick staring it for ages but no hope, i then cleaned out my carb and tried again, did not work once again, then i took off the top of my cylinder to check that the crank hadnt snapped, found out it hadnt but inside the cylinder it was very dry, there was no petrol at all in there also i noticed on the cylinder head it was very dirty, something that could shed some light is that recently i have been using a small ammount of octane booster as i noticed that it does actually make a difference, but hopefully im guessing its from the carb to cylinder theres the problem as ive cleaned out the carb and checked it

The fuel air mix is pulled into the crank case on the piston up-stroke, and then blown into the cyl on the down stroke through the transfer ports.

Personally, it doesnt sound like a problem between the carb and cyl, but rather:
1) Fuel delivery - are you getting fuel to the carb?
2) Electrical - are you getting sparks?
