Honda dio fuel consumption

Hi! I have got a honda dio !
i am new to this scooter stuff(earlier had only dirtbikes)
My Honda Dio has got a 9l per 100km fuel consumption.
what could be the problem?
I think it is the dio af 34/35(i dont now i bought it fotr spares , wanted to use engine )

maybe electric choke machanisem that is on the carburetor stuck in open position
